Effect this measure will have on costs and revenues of state government.
It is estimated that 16 West Virginians of the Armed Forces of the United States have deceased during the Iraq conflict. Of those 16, is is estimated that 2 spouses or their children would accept the opportunity to attend higher education at a West Virginia Institute. The cost of 2 to attend is estimated at $6,748 starting FY 2008. It also assumes that any eligible West Virginian whose spouse served and deceased in prior conflicts are of age and would not be interested in this opportunity. Regardless, the fiscal impact is minimal.

Explanation of above estimates (including long-range effect):
The estimate is based on the average current resident rate to attend West Virginia Higher Ed Institutions inflated with a 5% increase in tuition starting FY 2008 through FY 2011.
