Effect this measure will have on costs and revenues of state government.
The purpose of this legislation is to create a potential tax credit on expenditures directly related to the production of film or commercials upon approval of the West Virginia Development Office.We are not sure why the Devlopment Office was chosen to administer this program because the West Virginia Film Office , which would seem to be the more appropriate agency to administer such a program, is located in the Division of Tourism.

Explanation of above estimates (including long-range effect):
The way this legislation is written we are unable to determine the amount of work necessary to administer this program if the responsibility were assigned to the Development Office.We are unsure whether we would need additional staff to research the film projects and to monitor the projects to make sure they meet the requirements of this legislation. So we did not provide any cost estimates in this fiscal note.
Memorandum
It would seem to be a duplication of effort to place this program in the Development Office when a West Virginia Film Office alredy exists in the Division of Tourism.
