Effect this measure will have on costs and revenues of state government.
The proposed legislation will not negatively impact the State Road Fund. WV Code 17-27-5(e)(4)of this bill states that any proposal shall not involve moneys from the State Road Fund. Moneys appropriated from the General Revenue Fund or those federal funds earmarked in a federal appropriations bill may be used provided the project is contained in the state's transportation plan.

Memorandum
This legislation is supported by the DOH. The agency views this as a toll which would allow the DOH to work with corporations to develop highways for which funding is not available.
