Explanation of above estimates (including long-range effect):
Memorandum
Licensing vendors provide testing services for the state. Fingerprinting submissions and processing would be provided as part of these services. Additional costs for these services would be a direct pass through to the applicants and would not impact the costs of state government. Any additional costs would be nominal for the state.
