Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to increase the fee for issuing a one-trip permit and providing the West Virginia State Police with a portion of the fee for administrative and law enforcement expenses. A one-trip permit is issued to allow a vehicle to be driven or towed in West Virginia one time. The permit must be used within 48 hours of the time of issue. The permits are provided by the Division of Motor Vehicles and issued by the State Police. The current fee for a one-trip permit is $1.00. During the last two years, the State Police issued an average of 12,686 permits per year. This legislation proposes increasing the fee to $10.00 for each permit issued, with $5.00 being deposited into the Road Fund and $5.00 being deposited into a special account for the State Police. Total revenue generated by this bill would be $126,860 per year. No additional costs would be associated with this bill.
