Memorandum
The State Treasurer’s Office does not have any information as to the cost to a municipality on the number of workers that reside outside a particular municipality that might be charged a user fee who works within the municipal limits where a fee may be imposed.
A fiscal note for this bill might better be directed to the State Tax Department. Conversely, the State Auditor’s Office could give numbers for State employee’s who work in municipalities where user fees currently exist. Data might then be extrapolated to fit the needs of this bill for statewide application.
