Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to exempt non-profit organizations from paying an annual motor vehicle registration fee for vehicles used exclusively to carry out its goals and purposes. For a fiscal note written in March of 2005, the Division had received information from the West Virginia Secretary of State’s Office that an estimated 10,000 non-profit organizations existed in West Virginia. The Division of Motor Vehicles has no idea the number of vehicles that are registered by each of the different organizations. Assuming that each non-profit organization has one vehicle registered and that vehicle pays a registration fee of $30.00 per year, the total loss of revenue would be $300,000. The revenue loss would be $285,000 in registration fees, $10,000 in litter control fees, and $5,000 in compulsory insurance fees. No additional cost is associated with this bill.
