Effect this measure will have on costs and revenues of state government.
The passage of this measure will not generate any additional revenue for the State of West Virginia. However, it will cause other state agencies like the West Virginia State Police, Division of Natural Resources, Adjutant General's Office, etc., as well as, state colleges and universities new expenditures from their existing budgets as a result of arresting and subsequently housing of individuals in regional jails.

Explanation of above estimates (including long-range effect):
This would be a recurring cost to the state of West Virginia. The above data is from a Regional Jail Authority summary of admissions grouped by the arresting agency for fiscal year 2006. Based on this data, the estimated annual expenditure would be around $363,459.00 for the WV State Police; $2,958.50 for the Division of Natural Resources; $1,261.00 for the Adjutant General's Office; $242.50 for other State Agencies and $6,208.00 for West Virginia state colleges and universities.
Additionally, the passage of the measure could result in municipalities incurring substantial expenditures to their budgets.
