    The purpose of this bill is to establish an Animal Cruelty Early Intervention Program for juveniles; expanding the definition of cruelty to animals; increase criminal penalties for cruelty to animals; and allow judges to require that offenders complete an anger management program.
    As written, this bill would have no fiscal impact on the Department of Health and Human Resources.
