Effect this measure will have on costs and revenues of state government.
| This measure could impact the annual registration fees the Public Service Commission of West Virginia now receives for vehicles operated by certificated carriers – assuming those vehicles became unnecessary as a result of the bill. However, the amount of lost fees cannot be accurately predicted, but is assumed to be inconsequential. No increase or decrease in costs is predicted. |

3. Explanation of above estimates (including long-range effect):
Estimates assume a relatively small number, if any, of presently registered vehicles will be supplanted by non-registered vehicles in the limited area defined in the proposed legislation. The current annual registration fee for one of these vehicles is approximately $30-$60. |
