Effect this measure will have on costs and revenues of state government.
This measure could impact the annual registration fees the Public Service Commission of West Virginia now receives for vehicles operated by certificated carriers – assuming those vehicles became unnecessary as a result of the bill. However, the amount of lost fees cannot be accurately predicted, but is assumed to be inconsequential. No increase or decrease in costs is predicted.

Explanation of above estimates (including long-range effect):
Estimates assume a relatively small number, if any, of presently registered vehicles will be supplanted by non-registered vehicles in the limited area defined in the proposed legislation. The current annual registration fee for one of these vehicles is approximately $30-$60.
