The purpose of this bill is to provide for the issuance of a special registration plate for nonprofit organizations that provide essential human needs servies pursuant to state and federal programs. This bill also exempts the organization from paying the annual fee for a special plate.
The West Virginia Office of the Secretary of State list approximately 10,000 nonprofit organizations. The Division has no idea of the total number of vehicles owned by each of the nonprofit organizations.
If the intent of this bill is to exempt the organizations from paying the annual $15.00 fee for a special plate, then the loss of revenue will be the $15.00 times the number of special plates registered by each qualified organization.
If the intent of the bill is to exempt the special plate from the annual payment of vehicle registration fees, the Division estimates that each of the currently registered nonprofit organizations would have vehicles that would qualify under this bill.
Assuming that each nonprofit organization had one vehicle exempt from registration fees, the loss of revenue would be at least $285,000 in registration fees, $10,000 in litter fees and $5,00 in compulsory insurance fees per year.
This bill requires that a qualified organization will pay a one time $10.00 fee to cover the cost of issuing the plate. Estimated revenue for 10,000 plates would be $100,000.
