    A concern that this legislation creates is that the State of West Virginia is paying for an employee's salary during periods in which the WV State Police does not recognize any direct correlation of productivity.
    
    In addition, the following question arises: "Does this set a precedent for similar organizations to create like methods of compensation for their executive officers?"
