Memorandum

As a matter of clarification, the bill calls for the Governor or his or her designee to serve as chairperson of the Authority. It should be noted that the Governor's designee, the Secretary of the Department of Transportation, is already mandated in the current statute to be the chairperson of the Parkways Authority. The Secretary of Transportation is appointed by the Governor and is a member of his/her cabinet.
