Legislation creates:A New Program
Effect this measure will have on costs and revenues of state government.
Implementation of this legislation requiring that the DOH employ a State Trail Coordinator is overall minimal; however, a majority of the proposed functions are already being handled by a section within the DOH and a trail advisory board required by the Federal Government.
The DOH currently has personnel overseeing the trail grant program, in addition to other grant programs. If this bill is enacted, the legislation would require much more oversight and probably require employing more than one individual in order to coordiante trail development, maintenance, accessibility, signage systems, develop policies, public relations, etc.
It should be that this legislation is unfunded. Current Federal trail money is already fully utilized to provide grants to local trail groups and not to fund a specific position in the DOH. Please see the attached memorandum.

The current federal highway bill provides grants for recreational trails and already requires that each state have a recreational trail advisory board to review grant applications. The board's composition is the same as in the proposed legislation with the exception of representatives ffrom the Development Office and Public Health.
Grant Applications are received by the DOH, reviewed and then presented to the board for final review and ranking. The Board's recommendations are then provided to the Transportation Secretary for his final selection. Agreements are processed by the DOH and each funded grant is monitored for acceptability.
A state trail plan has already been developed. The proposed Coordinator, like the current board, does not have the authority to implement such a long range plan even if funded.
Addtionally, more than one individual will probably be needed in order to comply with the legislation to provide the coordination required for trail development maintenance, accessibility, signage, policies development, public relations, etc.
