Effect this measure will have on costs and revenues of state government.


This legislation will impact the Board of Acupuncture funds. Renewal fees will be utilized to cover this expense. The Board has sufficient resources from renewal fees to cover this expense without requiring new fees. The Board will budget about $200.00 per inspection to cover the per diem and travel expenses involved in each inspection. The inspections will be conducted after teh renewal period. This will allow for the funds to be already collected. The current renewal fee of $425.00 per two year period will cover this expense.

Explanation of above estimates (including long-range effect):


Since the Board has no employees and does not rent any facility, there will be no charges associated with this bill.



Memorandum


There are two areas of vagueness. 1. "inspection of acupuncture facilities" - does this include chiropractic, osteopathic and medical doctor facilities or only those licensed by the Board of Acupuncture? 2. "complaint" - does this apply only to individuals licensed by the Board or to other health care providers who are in violation of this act? One area of concern that I have regards the investigation process that is referred in this bill. The Board currently budgets for any possible investigation. This accounts for a large portion of the budget. We are unclear about whether to increase the budget for investigation based upon this bill.
