Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

    The purpose of this bill is to establish an integrated system of care for children and families in need of social, emotional and behavioral health services.
    
    
    The bill provides for the Executive Director of the Governor's Cabinet on Children and Families to serve as the coordinator and facilitator for the Cabinet's members and the agencies and programs which they represent in carrying out the collaborative work required by the bill. This is in contravention of the Governor's proposal to transfer the function of the Children's Cabinet to the Department of Health and Human Resources.
    
    
    The Department of Health and Human Resources is unable to provide a cost estimate for this bill. The Department's Bureau for Behavioral Health and Health Facilities, Bureau for Children and Families and the Bureau for Medical Services would each be fiscally impacted. However, until such time as the system of care has been developed and the funding streams identified it is not possible to project any cost or savings as compared to the existing programs. In particular, the Department's Bureau for Medical Services (Medicaid) would need to request and receive approval from the Centers for Medicare and Medicaid Services (CMS) for federal financial participation (FFP) for any services provided in restricted settings.
