Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require voters to provide a photo ID when voting, to provide for provisional ballots to be cast by voters who do not possess the required photo ID, and, additionally, to provide for complimentary photo ID cards to be issued to any voter who requests one.
The 2010 Census shows a voting age population of 1,465,566 and of that number 1,284,158 currently have a driver’s license with a photo ID. In addition, there are currently 123,927 citizens with state-issued ID’s, and of these, 20,607 are free ID’s. This legislation provides for state-issued ID’s to be provided at no cost, thus creating a minimum amount of 103,320 free ID’s.

The total cost to issue an ID Card is $7.60, which includes material and personnel costs. This results in an approximate cost to the Division $785,232.
