The House of Delegates met at 11:00 a.m., and was called to order by the Honorable Richard Thompson, Speaker.
Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
The Clerk proceeded to read the Journal of Thursday, January 13, 2011, being the first order of business, when the further reading thereof was dispensed with and the same approved.
Committee Reports

Chairman Miley, from the Committee on the Judiciary, submitted the following report, which was received:
Your Committee on the Judiciary has had under consideration:
H. B. 2464, Adding additional requirements to the Ethics Act,
And reports back a committee substitute therefor, with a new title, as follows:
Com. Sub. for H. B. 2464 - "A Bill to amend and reenact §6B-2-6 and §6B-2-7 of the Code of West Virginia, 1931, as amended; and to amend and reenact §6B-3-2 of said code, all relating to the Ethics Act; requiring public servants to disclose additional information on financial disclosure statements; defining a new term; directing the ethics commission to publish and make available to the public notice of delinquent filing of financial statements; providing that the ethics commission publish financial statements in certain circumstances; clarifying existing requirements; and prohibiting certain public employees and servants from registering as a lobbyist during and for a year following state government employment,"
With the recommendation that the committee substitute do pass.
Resolutions Introduced

Delegate Longstreth offered the following resolution, which was read by its title and referred to the Committee on Rules:
H. C. R. 4 - "Requesting that bridge number 25-310-5.32 on County Route 310 at mile marker 5.32 in Walnut Grove, Marion County, West Virginia be named the 'PFC Carl E. Talterson and PFC Joseph W. Sell, Jr. Memorial Bridge'."
Whereas, PFC Carl E. Talterson was born and raised in Walnut Grove, West Virginia; and
Whereas, PFC Carl E. Talterson entered the United States Army in 1943 and was assigned to Company B, 116th Regiment, 29th Infantry; and
Whereas, PFC Carl E. Talterson was awarded the Purple Heart, the Combat Infantry Badge and the Prisoner of War medal; and
Whereas, PFC Carl E. Talterson died in a German prisoner of war camp on October 20, 1944; and
Whereas, PFC Joseph W. Sell, Jr. was also from Walnut Grove, West Virginia; and
Whereas, PFC Joseph W. Sell, Jr. entered the United States Army in 1968; and
Whereas, PFC Joseph W. Sell, Jr. was assigned to K Troop, 11th Armored Cavalry as an Armor Recon Specialist in Binh Long Province, Vietnam; and
Whereas, PFC Joseph W. Sell, Jr. was awarded the Purple Heart and the Vietnam Service Medal; and
Whereas, PFC Joseph W. Sell, Jr. died in action on June 20, 1969; and
Whereas, PFC Carl E. Talterson and PFC Joseph W. Sell, Jr. served their country with honor and distinction; therefore, be it
Resolved by the Legislature of West Virginia:
That the Division of Highways is hereby requested to name bridge number 25-310-5.32 on County Route 310 at mile marker 5.32 in Walnut Grove, Marion County, West Virginia the "PFC Carl E. Talterson and PFC Joseph W. Sell, Jr. Memorial Bridge"; and, be it
Further Resolved, That the Commissioner of the Division of Highways is hereby requested to erect signs at both ends of the bridge containing bold and prominent letters proclaiming the bridge the "PFC Carl E. Talterson and PFC Joseph W. Sell, Jr. Memorial Bridge"; and, be it
Further Resolved, That the Clerk of the House of Delegates forward a certified copy of this resolution to the Commissioner of the Division of Highways and the families of PFC Carl E. Talterson and PFC Joseph W. Sell, Jr.
Delegate Longstreth offered the following resolution, which was read by its title and referred to the Committee on Rules:
H. C. R. 5 - "Requesting the bridge in Rachel, Marion County, West Virginia on County Route 44, known as the Rachel Box Beam Bridge, specifically at mile post 6.49, be named the 'Fletcher Brothers Memorial Bridge'."
Whereas, Warren, William, John, James and George Fletcher were all born and raised in West Virginia; and
Whereas, Warren, William, John and James were enlisted in the United States Army; and
Whereas, George was enlisted in the United States Marine Corps; and
Whereas, All five of the Fletcher brothers were honorably discharged from the military after faithful and courageous service to their state and country during World War II; therefore, be it
Resolved by the Legislature of West Virginia:
That the Division of Highways is hereby requested to name the Rachel Box Beam Bridge, specifically at mile post 6.49 bridge in Rachel, Marion County, West Virginia on County Route 44, the "Fletcher Brothers Memorial Bridge"; and, be it
Further Resolved, That the Commissioner of the Division of Highways is hereby requested to cause to be fabricated signs to be erected at each entryway of the bridge, containing bold and prominent letters proclaiming the bridge to be named the "Fletcher Brothers Memorial Bridge"; and, be it
Further Resolved, That the Clerk of the House of Delegates forward a certified copy of this resolution to the Commissioner of the Division of Highways and the surviving family of the five Fletcher Brothers.
Delegate Longstreth offered the following resolution, which was read by its title and referred to the Committee on Rules:
H. C. R. 6 - "Expressing the sense of the Legislature that designating the annual observance of March 30 as 'West Virginia Vietnam Veterans Day' will increase the awareness and understanding of the contribution and sacrifice of the veterans of the Vietnam War to the state, nation and world."
Whereas, The Vietnam War was fought in Vietnam from 1961 to 1975 where more than 58,000 members of the United States Armed Forces lost their lives and more than 300,000 were wounded; and
Whereas, In honor of the 3,000 men and women of West Virginia who served in the Armed Forces in Vietnam during the conflict on behalf of the nation and in honor of the 749 West Virginia's listed on the Vietnam Memorial Wall in Washington, D. C. and Charleston, West Virginia; and
Whereas, March 30, 1975 was the day the United States Armed Forces completed withdraw of combat troops from Vietnam; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature requests that March 30 be annually designated as "West Virginia Vietnam Veterans Day"; and, be it
Further Resolved, That the Clerk of the House of Delegates, forward a certified copy of this resolution to the Governor.
Delegates Walker, Perry and Staggers offered the following resolution, which was read by its title and referred to the Committee on Rules:
H. C. R. 7 - "Requesting the Division of Highways to name bridge number 08-28-7.78 on County Route 28 in Clay County, West Virginia, the 'Staff Sergeant Arthur Coulter and Corporal E. J. Sizemore Memorial Bridge'."
Whereas, Staff Sergeant Arthur Coulter was born on September 9, 1949, and raised in Clay, West Virginia; and
Whereas, Corporal E. J. Sizemore was born on March 28, 1939, and was raised in Clay, West Virginia; and
Whereas, Upon graduating from Clay County High School, Corporal E. J. Sizemore enlisted in the U.S. Army and served as an infantryman in the 101st Airborne Division, Screamin' Eagles; and
Whereas, Staff Sergeant Arthur Coulter enlisted in the West Virginia Air National Guard on June 22, 1970; and
Whereas, Corporal E. J. Sizemore enlisted in the West Virginia Army National Guard on January 26, 1974; and
Whereas, Staff Sergeant Arthur Coulter and Corporal E. J. Sizemore were both killed in static line parachute accident on September 20, 1975; and
Whereas, It is only fitting and proper that this bridge be named in their honor, and that it henceforth stand as a permanent memorial so that Staff Sergeant Arthur Coulter and Corporal E. J. Sizemore's supreme sacrifice will never be forgotten; therefore, be it
Resolved by the Legislature of West Virginia:
That the Division of Highways is hereby requested to name bridge number 08-28-7.78 on County Route 28 in Clay County, West Virginia the "Staff Sergeant Arthur Coulter and Corporal E. J. Sizemore Memorial Bridge"; and, be it
Further Resolved, That the Division of Highways is requested to have made and be placed, signs identifying the bridge as the "Staff Sergeant Arthur Coulter and Corporal E. J. Sizemore Memorial Bridge"; and, be it
