The House of Delegates met at 1:00 p.m., and was called to order by the Speaker.
Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
The Clerk proceeded to read the Journal of Friday, January 10, 2003, being the first order of business, when the further reading thereof was dispensed with and the same approved.
The Speaker announced that Delegate Leach had qualified prior to the convening of the session today, by taking and subscribing to the several oaths of office as prescribed by Section 16, Article VI of the Constitution of the State of West Virginia, which oaths of office were administered in the Hall of the House of Delegates by the Honorable Gregory M. Gray, Clerk of the House of Delegates.
