     The House of Delegates met at 5:30 p.m., and was called to order by the Speaker.
     Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
     The roll being called (697), and 93 members having answered to their names, the Speaker declared a quorum.
     The Clerk proceeded to read the Journal of Monday, March 10, 2003, being the first order of business, when the further reading thereof was dispensed with and the same approved.
Committee Reports

     Chairman Spencer, from the Joint Committee on Enrolled Bills, submitted the following report, which was received:

Messages from the Executive

     Mr. Speaker, Mr. Kiss, presented a communication from His Excellency, the Governor, advising that on March 10, 2003, he approved S. B. 165, S. B. 417, S. B. 447, S. B. 461 and S. B. 462.
Leaves of Absences

     At the request of Delegate Staton, and by unanimous consent, leaves of absence were granted Delegates Ellem, Ferrell, Frederick, Manuel, Morgan, Trump and Wakim.
     At 5:40 p.m., on motion of Delegate Staton, the House of Delegates adjourned until 6:00 p.m., Wednesday, March 12, 2003.
