SENATE CONCURRENT RESOLUTION NO. 64

Requesting the Joint Committee on Government and Finance to study the qualifications, salaries, benefits and responsibilities of the West Virginia Natural Resources Police compared to those of other West Virginia state and local law-enforcement agencies.

    Whereas, The West Virginia Natural Resources Police are believed to have the highest requirements for employment in West Virginia law enforcement; and

    Whereas, The salaries of West Virginia Natural Resources Police lag behind that of other law-enforcement agencies in the state, and they are not eligible for overtime unlike other law-enforcement agencies; and

    Whereas, The West Virginia Natural Resources Police have retirement and disability plans that do not appear to be equal to that of other state law-enforcement agencies and unlike other police agencies their retirement is subject to state income taxes; and

    Whereas, The growing differences in salary and benefits, coupled with the higher employment standards are creating recruitment obstacles and endangers the state's ability to maintain a well staffed and well trained contingency of Natural Resources Police Officers; therefore, be it

    Resolved by the Legislature of West Virginia:

    That the Joint Committee on Government and Finance is hereby requested to study the qualifications, salaries, benefits and responsibilities of the West Virginia Natural Resources Police compared to those of other West Virginia state and local law-enforcement agencies; and, be it

    Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2013, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it

    Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
