A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §12-6D-7, relating to exempting the Higher Education Policy Commission, the Council for Community and Technical College System of West Virginia and their institutions from the West Virginia Enterprise Resource Planning Board.

Be it enacted by the Legislature of West Virginia:

            That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §12-6D-7, to read as follows:

ARTICLE 6D. WEST VIRGINIA ENTERPRISE RESOURCE PLANNING BOARD.

§12-6D-7. Exemptions.

            Beginning July 1, 2015, the following agencies and institutions are excluded from all current and future obligations to the West Virginia Enterprise Resource Planning Board, also known as WVOASIS:

            (1) The West Virginia Higher Education Policy Commission;

            (2) The Community and Technical College System of West Virginia;

            (3) Bluefield State College;

            (4) Concord University;

            (5) Fairmont State University;

            (6) Glenville State College;

            (7) Marshall University;

            (8) Potomac State College of West Virginia University;

            (9) Shepherd University;

            (10) West Liberty University;

            (11) West Virginia School of Osteopathic Medicine;

            (12) West Virginia State University;

            (13) West Virginia University;

            (14) West Virginia University Institute of Technology;

            (15) Higher Education Collaborative - Erma Byrd Higher Education Center;

            (16) Blueridge Community and Technical College;

            (17) BridgeValley Community and Technical College;

            (18) Eastern Community and Technical College;

            (19) Mountwest Community and Technical College;

            (20) New River Community and Technical College;

            (21) Pierpont Community and Technical College;

            (22) Southern West Virginia Community and Technical College;

            (23) West Virginia Northern Community College; and

            (24) West Virginia University Parkersburg.

            NOTE: The purpose of this bill is to lessen the financial impact of attempting to incorporate a system that does not properly interface with the agencies and institutions’ current systems.
