HOUSE CONCURRENT RESOLUTION NO. 41
(By Delegates White, Marcum, Moore, Phillips, R.,
Tomblin, Eldridge and Stowers)
Requesting the Division of Highways to name the bridge located at
Lenore, Mingo County, West Virginia, Route 65 milepost 19.63,
which was built in 1947, specifically bridge number 1652, the
"Cornelius Nebo Lackey Memorial Bridge."
Whereas, Cornelius Nebo Lackey was born on January 11, 1921, in
Kirk, West Virginia. He married Otellia White, on March 30, 1946.
He was the father of eight children, four sons James Lackey,
Chester Lackey, Cornelius Lackey, Jr. and Tracy Lackey and four
daughters, Earnestine (Lackey) Hall, Wilma (Lackey) Tilley, Rachel
(Lackey) Watts and Eva (Lackey) Brown and the proud grandfather of
seventeen. Cornelius spent almost his entire life in Mingo County,
except the years he spent in the United States Army. In his early
years, Cornelius Nebo Lackey was a logger. In the 1950's he
started working in the mining industry and worked for Island Creek
Coal Company until his health forced him to retire; and
Whereas, Cornelius Nebo Lackey did not talk about his Army stay
to family members until his later years when they learned that he
attained the rank of Staff Sergeant and served in Company L, 395th
Infantry. He received the Bronze Star - 1 Oak Leaf Cluster, Purple
Heart, Purple Heart 4 Oak Leaf Cluster, American Campaign Medal, European - African - Middle Eastern Medal, Campaign Medal, World
War II Victory Medal, Presidential Unit Medal, Belgian Fourragere,
Army of Occupation Medal with German Clasp, Combat Infantry Badge,
Sharpshooter Badge - With Rifle Bar and Honorable Service Lapel
Button World War II and Good Conduct Medal. Cornelius Nebo Lackey
passed away November 4, 1994, and was buried in the family Lackey
Cemetery located on the Marrowbone ridge, known as Marrowbone
Creek; and
Whereas, Cornelius Nebo Lackey was a loving husband, father
grandfather, logger and coal miner who served his country with
distinction during World War II and was a credit to his
community, state and country. It is fitting to honor Cornelius
Nebo Lackey by naming the bridge located at Lenore, Mingo County,
West Virginia, Route 65 milepost 19.63, which was built in 1947,
specifically bridge number 1652, the "Cornelius Nebo Lackey
Memorial Bridge."; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby requests the Division of Highways
to name the bridge located at Lenore, Mingo County, West Virginia,
Route 65 milepost 19.63, which was built in 1947, specifically
bridge number 1652 the "Cornelius Nebo Lackey Memorial Bridge.";
and, be it
Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge
as the "Cornelius Nebo Lackey Memorial Bridge"; and, be it
Further Resolved, That the Clerk of the House of Delegates
forward a certified copy of this resolution to the Secretary of the
Department of Transportation; and to the surviving family and
relatives of Cornelius Nebo Lackey.
