A BILL to amend article four, chapter seventeen-a of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section thirteen, relating to the titling of antique cars; requiring payment of a fee; and, requiring the owner to provide certain information upon application for an antique motor vehicle title.

Be it enacted by the Legislature of West Virginia:
That article four, chapter seventeen-a of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section thirteen, to read as follows:
ARTICLE 4. TRANSFERS OF TITLE OR INTEREST.

§17A-4-13. Special application for antique car titles.

Upon the payment of a fee of twenty-five dollars, an owner of a motor vehicle twenty-five years old or older that is not titled may apply with the division for a special antique car title that shall be issued by the division
in the event the following requirements are met:
(a) The owner provides satisfactory evidence of an existing serial number or VIN number: Provided, That this requirement is not mandatory for vehicles manufactured before one thousand nine hundred forty-six;
(b) The owner produces the bill of sale, dismantling permit, mechanic's lien or storage fee lien agreement from which the owner gained his or her possessory interest;
(c) The owner provides a written statement containing the name of the state and the location therein from which the vehicle was obtained by the owner and the approximate date it was obtained
;
(d) The owner provides an accurate description of the type, make, model and year of the motor vehicle; and
(e) The owner provides his or her signature verifying the truth of all required information under the provisions of this section.



NOTE: The purpose of this bill is to provide a procedure for titling vehicles 25 years or older when the owner does not have a title to the vehicle.
