A BILL to amend article three, chapter twenty-eight of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section one-b, relating to clarifying that venue for criminal or civil actions occurring on the grounds at the West Virginia Industrial home for youth shall be in Harrison County, West Virginia.

Be it enacted by the Legislature of West Virginia:
That article three, chapter twenty-eight of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section one-b, to read as follows:
ARTICLE 3. INDUSTRIAL HOME FOR YOUTH.
§28-3-1b. Venue for industrial home for youth.
Notwithstanding any other provision of law to the contrary, venue for any criminal or civil action arising from acts or omissions occurring on the property comprising the West Virginia Industrial home for youth, which is established by the provisions of this article, shall be in the circuit or magistrate courts of Harrison County, West Virginia.
