A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §5-5-2a, relating to
granting all public employees a $1,000 per year permanent pay
increase.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §5-5-2a, to read as
follows:
ARTICLE 5. SALARY INCREASE FOR STATE EMPLOYEES.
§5-5-2a. Granting $1,000 annual salary increase effective July 1,
2013.
__(a) Beginning on July 1, 2013, every employee shall receive an
annual salary increase of $1,000 per year. This increase shall be
permanent.
__(b) The salary increase provided in subsection (a) of this
section is in addition to any across-the-board, cost-of-living or percentage salary increase which may be granted in any fiscal year
by the Legislature.
__(c) This section shall not be construed to prohibit other pay
increases based on merit, seniority, promotion or other reason, if
funds are available for the other pay increases: Provided, That
the executive head of each spending unit shall first grant the
mandated increase in compensation in this section to all eligible
employees prior to the consideration of any increases based on
merit, seniority, promotion or other reason.
NOTE: The purpose of this bill is to grant all public
employees a $1,000 per year permanent pay increase.
This section is new, therefore, it has been completely
underscored.
