A BILL to amend article one-b, chapter five of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section nine, relating to requiring all state officers, legislators, agencies, commissions, divisions, boards, and others with internet capability to communicate documents and other printed materials between each other by the use of e-mail.

Be it enacted by the Legislature of West Virginia:
That article one-b, chapter five of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section nine, to read as follows:
ARTICLE 1B. CHIEF TECHNOLOGY OFFICER.
§5-1B-9. Communication of documents and other writings between state offices.

Except as exempted under this article, all state officers, legislators, agencies, commissions, divisions, boards, and those persons who may request that the same be done, shall, if having internet capability, use e-mail for the purpose of transferring copies of documents and other printed materials between them.


NOTE: The purpose of this bill is to save the cost of mailing or otherwise delivering copies of written materials between state offices, legislators and between the state and others.
