A BILL to amend article sixteen-a, chapter seventeen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section eighteen-b, relating to requiring the parkways authority to establish a special commuter pass for certain individuals enrolled in any state institution of higher education.

Be it enacted by the Legislature of West Virginia:
That article sixteen-a, chapter seventeen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section eighteen-b, to read as follows:
ARTICLE 16A. WEST VIRGINIA PARKWAYS, ECONOMIC DEVELOPMENT AND TOURISM AUTHORITY.

§17-16A-18b. Special student commuter pass.

(a) The parkways authority shall establish a special commuter pass for individuals:
(1) Enrolled in any state institution of higher education; and
(2) That use the turnpike to commute to and from their place of residence and the institution in which they are enrolled or other place in which their classes are held.
(b) The special pass shall be issued on a semester or other academic term basis. An individual applying for a special pass shall submit proof of enrollment and residence at the time he or she applies for the special pass.
(c) The parkways authority shall establish a fee for the special pass. The fee established may not exceed fifteen dollars.


NOTE: The purpose of this bill is to require the Parkways Authority to establish a special commuter pass for individuals enrolled in state institutions of higher education that use the Turnpike in commuting to school.
